Ban of Conditioning

There are so many ways to cancel, deflect or block a bleed action. If you aren't planning on doing that in some capacity, you are on the losing end of the exchange, that's for sure.

There are plenty of other ways to pop large bleeds on people.

I mean, Archon Investigation destroys a vampire outright. People aren't stacking their decks to deal with problems that have, as pointed out, existed for 20 years.

a bigger issue is necromancy imo...

Threadomancy, even - a far graver crime in the kindred world than the former.
