Answer as many of these questions in your description as you can:
  1. How do you intend to oust?
  2. How do you intend to keep from being ousted?
  3. What do you want your ready region to look like (ie, how many guys are you planning on getting out)?
  4. What do you want your average turn to look like?
  5. What's your metagame like? How do your opponents play?
  6. What problems have you observed with the deck in play?

My intention is to oust with bleed, defense from politics is obvious and I have some deflections to bounce bleed, also my intention is to rush predator's minions in case of aggressive/weenie decks. My plan is to get Hardestadt and at least one other vampire out, then third if possible. Plan is to Govern down, Villein then Voter cap/Taste them back to capacity. Play Anathema and Charges on same minion if possible to maximize effect.

Main problem that I've seen so far is a fact that it has no wakes. Second, I'd like to put Lilith's Blessing in, but I do not have a copy of the card. If Blessing would kick in, I would also put some Potence discipline cards.

4x Lucinde, Alastor (10) :DOM: :FOR: :PRE: :obf: :pot: :tha: justicar Ventrue (group 3)

The crypt is not optimal because of the inferior potence. Is there a reason to stick to Ventrues?
Why not consider:
Alonso Petrodon
Clan: Nosferatu (group 5)
Capacity: 10
Disciplines: ANI DOM OBF POT for tha
Camarilla Nosferatu Justicar: When Alonso bleeds successfully, each anarch controlled by the target takes 1 unpreventable damage. +1 bleed.

Superior potence seems better than superior fortitude in your deck. I would also include cheaper sidekicks that can't call Anathema but still can rush.

Virginie, Prodigy
Clan: Lasombra (group 4)
Capacity: 6
Disciplines: DOM POT obt
Sabbat bishop: Once each action, Virginie may burn 1 blood to get +1 bleed.

Gianmaria Giovanni
Clan: Giovanni (group 5)
Capacity: 5
Disciplines: POT dom nec obt
Independent.

Lucinde and Gustav have card texts that are very useful in this deck, they have presence that is essential, and superior fortitude proved to be more useful than superior potence, mostly because of Freak Drives.

It seems like if you drop most of the voting angle you can make those card slots more immediately useful. The card Red List is better than Trumped-up charges IMO because it doesn't require votes and can't be delayed. It can be blocked more easily, but DOM has an answer for that.

I think you have too many trophies and you need Trophy: Diablerie. Also, you have no crypt acceleration other than Govern. Info Highway and Dreams could go in there, if not also Zillah's Valley.

Where's the Disarm? Where's the Amaranth? 8/12 can play Forced March, too.

Edit: Hardestat Eats the World is a good model to compare this deck to. There's a lot of efficiency built into the +2 str w/ prevent and deflection plan of attack. Trumped-up charges adds another mechanic you need to support and Anathema doesn't work well with the whole combat package. I'd reconsider the vote angle and leave maybe the only vote as Alastor for the built-in rush and cheap Helicopter. Lucidne or Gustav could be support weenies with dom/DOM to bounce and you could have 5x Hardestat to be sure to get him.
