Alek, the problem you are facing in looking at this deck is you area applying normal deck design methodology to it.

Allow me to clarify the functionality of this deck for you:
1)1x Harzomatuili, 1x High Top, 1x Impundulu, 1x Ponticulus, 1x Remnant of the Endless Storm, 1x Veneficti (Mage) are guarnateed discards, every time you get them

1x Mylan Horseed (Goblin), 1x Vagabond Mystic, 1x Ossian are not guaranteed discards, with ossian being most likely a discard.

Similarly: The following cards are discarded, almost every time they are drawn.
1x Ancient Influence
1x Banishment
1x Disputed Territory
1x Diversity
1x Kine Resources Contested
1x Might of the Camarilla
1x Parity Shift
1x Political Stranglehold
1x Reins of Power
1x Secret Must Be Kept, The

This means that from a 90 card deck, about 18 card are discarded as son as they are drawn.
The first two vamps summoned by al-mun are Dmitr and undele, usually undele first. The deck uses a TON of recursion. I have played that single banishment more than 5 times in one game, or KRC, or Disputed, depending on what I am facing.

The allies are very rarely brought out, unless i have a rushy pred/prey, in which case they function as blocky defenders. Loo at this as a tool box deck, with a core of SH and some actions, and the rest are recursed actions.

It's just the opposite. I'm looking at this deck as summon history toolbox deck. I see what is your game plan but I think it's not realistic in competetive/ tournament metagame and main reason for it is that you're trying to do too much even for a toolbox instead of doing something better. F.e you said you're planning to do a lot of recursion but to do this you need to have undele and votes. Looking at the deck on average you need 2-3 turns to influence al-munthathir (no crypt accelaration in the deck), than you need to draw summon history (only 7 copies for 90 cards, not enough) and some stealth to go for ankara. Than you need to have one more summon history (which makes it 2 from 7/90 in first few turns) and some more stealth to go for undele, which needs to hunt. On turn 5-6 you're ready to start your recursion (of course if you drew all those cards, wasn't blocked, bleed to death, etc.) and have whole 2 votes to work with. At the same time standard tournament bleed deck will be close to finish you off as you have close to zero pool gain and almost no defense (4 bounces in 90 cards is more luck than plan). At the same standard tournament big cap political deck will have 7-10 votes and will just say no to your recursion.
If you compare your decklist with decks from TWDA that used summon history as main card you will notice that your summon history ratio is lowest and your decklist has much more moving parts.
It's why I think it's gonna to be succesfull only in very slow metagame where majority of players are playing long setup decks.
