Yes, tapping a vampire is a significant enough cost for MMPA on a 6 cap. Isanwayen is rarely used for MMPA duty, even if a recent win show he can. Most often, it's still a nice option to have but not something you rely on.
Here, you can use your MMPA totem to deflect, block, and even lounge bleed, in addition to MMPA, since govern + conditionning for 5 is more than enough.
In short, she have the same kind of disavantadge in my opinion as Isan (-1 bleed vs harder to rescue), for a more powerful ability, but a less synergistic discipline spread. I would not say the vampire is crazy - she's no prince after all - but still pretty powerful, and certainly more possible source of concern than Isan.
