I see you guys are having a field day with this.
Well all of that, was very much unintended, however I still like the premise, so here is the edited version. I will still run more scenarios on it, but so that it can become slightly more constructive in here

Requires an anarch with capacity above 4. Only useable when a non-anarch vampire is bleeding you.
Reduce the bleed by 2 and if the bleed resolves for 0 (or less) and this is the first Unintended Propaganda played this action, choose a vampire in your uncontrolled region. Put 2 blood counters on that vampire. A vampire can only play one Unintended Propaganda each turn.

The combo with telepatic counter (or even Hide the Heart) is still here, and I still dislike it for being too swingy.
Someone bleed you for 1 or 2 and suddenly you can gain 6 or 8 pools as a reaction. Too extrems.
I would put the blood gain equal to the amount the bleed was reduced, capped to the original bleed amount. So that at least someone redirecting a bleed for 2 to you won't cause the end of the world.

Not really, you can now only gain 2 pool per bleed. And only as many times as you have untapped anarch vampires with capacity above 4. And then a Govern bleed would require 2 Unintended Propaganda (thereby loosing out on a possible 2 pool in that turn) or one Unintended Propaganda and another bleed reducer in order to gain the pool.

It's an interesting problem, in that on the one hand the original version can stack ludicrously - but on the other hand, you could potentially nullify it if you take your vampires anarch, or at least the ones who are going to bleed. More of a problem for, say, Arika or a Parity Shift deck - which is probably fine, overall - though probably not so great for a Laibon deck trying to do politics with a couple of Magaji and Kholo.
The re-written version (capped at a flat two per action) seems vaguely along the right lines. I know I've personally suggested similar-ish cards in the past that give you some +bleed for reducing a bleed, with the intent being that this would make up for losing the "swing" of bleed bounce - bleed bounce saves you the pool, but also costs your prey the same pool. Obviously not always your prey and they may be able to block etc., but often it will work out similar-ish to what happens if you were to bleed your prey for a similar-ish amount, wasting similiar-ish of your prey's resources.
The text feels... a bit icky, though.
At that point, I might drop the blood cost altogether, since you can't play multiple per action, though you could stack it with other bleed reduction cards.
(The "from the blood bank" text is purely intended as reminder text.)

Would need to think a bit about what happens if you play it when all your uncontrolled vampires already have one - should that be forbidden by targeting, or should that be allowed and the card evaporates? Hmm.

I like your suggestion James. But :
I really don't like that kind of clause. Anarch are all about youngster who try to revolt. Pushing them toward high cap - and anarch is already absurdely more rewarding on high cap than low one - feel very strange thematically.
