Didn't think of that.
So two solutions to that: Make it "Only one Unintended Propaganda can be played during an action/turn." and/or "Requires an anarch with capacity above 4.".

Now, let's suppose I have three AUS weenie in play, one being an anarch. I see a bleed for two coming for me ; with 3 telepathic counter and this card I get 6 pool on a new vampire. I don't like that option at all, too big of a swing when star aligns.
Instead of playing Telepathic Counters, just play more Unintented Propaganda! Play three of them and you can put 12+ counters on uncontrolled vampires.

What if the deck was solely based upun this?
What if everyone at the table did just this?
Thats why I said what I said. Anarch !Salubri can have 2 midcaps, eaxh play this, hide the heart, and tele counter, reducing a bleed by 12 total, so a bleed of one become a bleed of -10, then gets 20 counters. You get to pick seperately with EACH vampire, and there is no younger clause. So, you can get bled for one, olay six cards, and bring out Eleimelech and some 10 cap the next turn. Or farm off of 20 beads.
I suggested what I did because using it in moderation looks like just getting one bead, and abusing it is worse. No dnr, but a once a turn thing with x is number of ready untapped anarchs balances easier.

You can have a worse case with weenies anarch if you use only this card :
A bleed of 1,
5 anarchs play this card, bleed is now -9 and you have a potential of 5 vamp with each 9 beads on them...
