Wording needs work but you get the idea.

How's that?

As worded, the burning 3 pool is not contingent on using Lilith's Blessing, so would apply to all your master phases once this card is in play. It would also mean you would burn 3 pool whenever anyone plays a Sudden or Wash on one of your master cards.

What if it didn't stick around, and was only a one-shot effect? Something like:

Lilith's Blessing
1 Pool
Master.
Put this card in play. As a master phase action, you may tap this card to Search your library for a master: Discipline card and choose a ready non-Bahari vampire you control who has no blood. That vampire gains the Discipline card (if any) and 3 blood and becomes Bahari.

So, you're paying a card, a pool and master phase action to give 3 blood to an empty vampire one time.

Don't forget the opportunity cost! All in all, this looks elegant and decreases the text-load.

Here is a version that weakens the blood gain yet strengthens the discipline-fetching ability (changes are in red):

Name: Lilith's Blessing
Cardtype: Master
Cost: 1 pool
Master. Trifle. Put this card in play. As a master phase action, you may tap this card to search your library, hand, and ash heap for a master: Discipline card and choose a ready non-Bahari vampire you control who has no blood. That vampire gains the Discipline card (if any) and 1 blood and becomes Bahari.

Notice that a single Agent of Power can be used each turn with this version. It's far from being problematic given that there is no requirement of discipline card, but it's an interesting angle (for example, Hermana gaining sup' sanguinis for a turn)
