I made a very successful Hektor multirush deck that featured Monster, Freak Drive, Forced March, Psych and Amaranth for untapping and table control. A Zephyr or two could fit in a deck like that, especially if you have the table DIing/Suddening your untaps.
The main problem with the deck was people teaming up against me and/or self-ousting.

Built-in actions/+bleed are good fodder for Zephyr. That, Majesty, and Pursuit or Sideslip make a decent combat package, especially with some weighted walking sticks and Iron Glare and you have tools for a decent bleed/vote deck. Too bad it is not very card efficient. Infernal Pursuit? Distraction? Definitely Dreams goes in there, along with Barrens.
Gerennt Chen had a Dmitra deck featuring Alastor and Assault Rifle or AK-47. If it didn't have to rely as heavily on Fortitude, maybe some non-Brujah could fit in there. Three discipline decks without bounce are not easy to balance properly, so it might be too much of a stretch to add Zephyr.

I've ran a Lucinde)victorine deck with weather control+Dawn op and burst of sunlight where I had repair the undead flesh or penitent resilience and then ate people. I made finals with it, but it was blood intensive without elemental stoicism, so I scrapped it. More recently, I've ran Ariadne and taking the skin minion. In both cases, convincing people you aren't a huge problem isn't easy, but I feel Euro bru has different issues, but I'm not sure shoe-horning in multiact is the answer. Using govern to afford more small minions is normally reliable.
