Any complete list of tilles depending on a specific clan?

Since 2020, changing clan with Clan Impersonation has not been changing the sect of the acting vampire. So if this vampire is a Ventrue clan Prince, they can become Tzimisce Prince of the same city. OK.

As the Gangrel clan has passed through many struggling periods and there are no new Inner Circle/Justicar Vampire... I am wondering now how the Justicar/Inner Circle titles really work.
Is there a limited list of Justicar titles? Is it OK to rely only on the Justicar political Actions?

Are the true Inner Circle title are "Inner Circle" and the vampire only needs to meet the Camarilla sect or does Arika's title should read "Inner Circle Ventrue" so that she needs to be Camarilla AND to be Ventrue to use the title for instance?

There is no list of city to be Prince/Baron/Arch-Bishop of so Vlad may become Baron of anywhere.
Clans have no basic sect now so, which clans have access to Justicar/Inner Circle titles now? Gangrel does because of Stanislava.

Choose a clan and put this card on the acting vampire. This vampire is considered to be of the chosen clan instead of his or her original clan (if any). This vampire can burn this card as an action.

Ruling:
If the vampire changes clan to a clan inappropriate for his title, he loses its benefit until his clan is appropriate. He immediately yields the title if it is contested or he receives a new one. [RTR 20201130][LSJ 20060904] 

It is explicitly stated that the Inner Circle and Justicar titles are tied to a clan and can only be held by a member of that clan. So Arikas title is "Ventrue Inner Circle", she contests her title only with Hardestadt and loses it if she changes either sect or clan. It is distinct from Malkavian Inner Circle, she doesn't contest her title with Lutz or Leandro.

Since there is no way to gain an Inner Circle title, and there is no way to gain a Justicar title without the clan specific political action cards, it doesn't matter if the list is closed or open. You can only hold an Inner Circle title if it is printed, and a Justicar only if it is printed or you use the political action card.

Are you saying my New Blood can't be of "ventrue inner" circle?!

It is not kind to troll in rules questions threads. It might confuse people with honest questions.

As I'm sure you very well know, the circle traits of the Blood Brothers are something very different from the Inner Circle titles, even if you could make New Blood belong to the Ventrue Inner Circle. It's a trait in that case, not a title, and we were talking about titles here.
