Printed VEKN cards will be the only legal home-printed cards.

In one word: "No".

Thr tounement rules will be/are (havent checked) to include this new PDF set in its current form (printed on normal paper, putted in sleeves with another card). But no other sets would be legal this way, by the current rules (which I personally are quite happy about)

This is covered in the 2012 rulings.

Cards allowed All cards in a player's deck must be genuine Vampire: The Eternal Struggle or Jyhad cards or official V:EKN issued cards from the only authoritative source www.vekn.net. When using V:EKN issued cards they must be color printed on standard paper and inserted into opaque sleeves before another Vampire: The Eternal Struggle or Jyhad card, this requires opaque sleeves for the whole crypt and/or library.

In other words, only cards in their "original release form" are allowed.

Cards released in PDF format are not proxies as the PDF card isn't a proxy of an already existing card.

So let's not call them proxies as not to confuse people.

Of course they are proxies - paper printouts that represent particular cards. And the only reason to differentiate them from proxies from older sets is some fantasy about the game being published again.

Of course they are not proxies, since as you say they don't represent any existing card.

It's word twisting in order to pass particular idea. They are not the same as regular proxies.
