Well, the parthenon is not the problem. It's Lillith blessing and Ashur, by allowing to use thoses MPA very efficiently. Beside, the Parthenon is not by a logn way the only MPA source.

This should be easy;
Ashur, Villein and Lilith's Blessing and whatnot all see a lot of play, are quite powerful (or in one specific case broken) but don't disrupt the game. I don't hate good cards. I feel people hate Ashur Tablets because they don't own enough. I can see the hate for Pentex because it can ruin a particular game for you, but I believe its existence makes the game better or at least more playable.
What I hate is disruptive cards.
Therefore, the obvious choice is Direct Intervention.

This one easy for me. Direct Intervention disrupts the game and makes annoying and long table talks. Makes annoying also situations when somebody plays it too late (or somebody plays other card too early). I play govern DI DI DI? Now I play seduction DI DI DI?

Write-in for Temptation of Greater Power. Simply ruins the game for either 1(target) or 2 (target and anyone overpaying) people in the current large-cap metagame.
1st runner up: write in for Ashur Tablets
Then you haven't been predator of really good Liquidation-Ashur deck. Universally accessible recursion is broken in any game using random card drawing as a conceptual underpinning.
From the choices you offered....there really is only one bad card in my view

I didn't put Ashur on the list because I personally hate to see every other Master card on that list worse than seeing Ashur.
