dominate and fortitude are obvious choices for access to the best cards in the game.
I do like for a surprise veil the legions
still has a ton of options. aggro-poke, a free S:CE, homunculus, flesh of marble, intercept and stealth.
but my personal favorite is . the transient combat is a lot weaker, but the permanents are just as good, all you lose are a few life points. you can pile on raven spies, owl companions, murder of crows, and use all that to support another combat strategy. plus there's army of rats, one of my favorites.

1.best: dominate and obfuscate. Inferior dominate is all you need for basic bleed ofense and defense. Obfuscate is best source of stealth and inferior does the job good enough.
2. favorite: fortitude for freak drive (when coupled with stealth, so you can multiact with inferior version) and serpentis for temptation. Serpentis flag card doesn't loose much of its power when played at inferior.

Animalism at inferior is okay.
Protean at inferior is okay.
Vicissitude at inferior is actually not bad. Bauble, Plasmic Form, Agg damage... there are quite a few options.

oh, I completely forgot about , it's still strong for bleeding at basic. but more importantly you get Lunatic Eruption, Blessing of Chaos, Babble, and Coma. great card effects you can't find anywhere else.
some overlooked basic-level wonders:
cool, now I can play Nocturns
cool, I can bleed with Greater Curse
Illusions of the Kindred maybe
Trochomancy! Ex Nihilo and Divine Sign in situational decks?
there is nothing redeeming about inferior quietus.

Since no-one else has mentioned it yet, I'll mention Flight. Yes, it's not a discipline. Yes, it doesn't really have an inferior. Yes, it's stuck mostly with Gargoyles (until the Design Team release Wing and a Prayer, which will include
cackling airborne Malkavians
(*)). But it's actually quite cool as a pseudo-discipline. Stealth! Intercept! Freak! Perma-ish maneuvers! Annoyingly complicated combat support! Alas for it being mostly Gargoyle only.

2.Since no one has mentioned it I must chime in la la la .
Let's see: lily prelude + vote push, intercept + most easiest recycling stealth card in game, choir is it's own deck type, and even offers some extra bleed in form of virtuosa(if tad expensive).
