Sorry I wanted to mean that and just that the minion is not tapped until that window passess, it is just that my english was not really accurate.

The acting vampire isn't tapped yet when Power of All is played. The cost of the action is not paid (cost of actions is only paid on successful resolution of the actions)

Might I also add that DI doesn't untap the minion, but merely "not tap him" (for instance if you DI Force of Will, the guy won't magically untap)

Here's a quick recap, using Kindred Spirits.

1 - play the action card from your hand. Announce which minion is performing the action. Announce which the targets are (in this case, the target of the bleed). Announce the level of discipline. Announce whatever else you could announce (for instance: X in cost)

2 - wait for DIs - this is the "as played" window

3 - if there was no DI, replace the action card and tap the acting minion

4 - you are now in the "as announced" window, you can play Seduction (but not Eyes of Chaos yet)
