file NRA, Sec6.1.6 & Alternative 'actions'

How does the new version of 6.1.6: Action taken from Cards in Play interact with NRA and "alternative non-NRA Actions". In particular, I am thinking of situations such as you can find under Week of Nightmares and Restricted Vitae

Q: Are the Repeatable actions (such as hunting) provided by Cards in Play still subject to the NRA rule?

Example:
Is the second hunt in this scenario legal?
An 11-cap vampire with :FOR: has 0 blood while a Restricted Vitae is in play. They successfully hunt from a younger vampire (using Restricted Vitae's alternative hunt action) and then untap using Freak Drive. The 11-cap vampire then declares another action to hunt from a younger vampire.

Action taken from Card in play (6.1.6):
A minion cannot perform {each} action allowed by a card in play more than once each turn, even if he untaps. This addresses a question regarding the Kaymakli Fragment (but applies to several other cards too).

Restricted Vitae
Type: Event
Gehenna. Do not replace until a vampire successfully hunts.
Vampires cannot hunt unless forced to hunt. A vampire who must hunt may hunt by stealing a blood from a younger vampire as a (D) action instead of performing the usual hunt action.

Week of Nightmares
Type: Master
Requires: Ravnos
Master.
Put this card in play with 10 nightmare counters. Ravnos get +1 bleed and +1 strength and do not hunt as normal. A Ravnos may steal a blood from another Ravnos as a +1 stealth hunt action. During each Methuselah's untap phase, he or she may move a nightmare counter from this card to a Ravnos. If this card has no counters, each Ravnos burns a blood for each nightmare counter or is burned, then burn this card and the counters. Only one Week of Nightmares may be played in a game.

Yes. Only the "classical" hunt is not subject to the NRA rule.

Correct.
In the given scenario, the second hunt is not allowed per the current rules (NRA) and won't be allowed once the RTR 20111202 will apply (RTR 20111202 doeesn't allow to perform more than once each action given by a card in play - but if a card in play provides two actions, a minion can perform each of these two in the same turn).

Mostly I was checking how the "alternative hunt" cards work...
I had assumed that because Restricted Vitae allowed for 'non-regular hunts' that the 'non-regular hunts' were not NRA-actions.

Are vampires in torpor considered "cards in play" for purposes of the rescue action, the leave torpor action and the diablerie action?

No, vampires in torpor do not provide actions on their own.
The rules provide actions for the vampires.

You may attempt to diablerize a vampire with as many actions as you have until you succeed.
