The "new" change (which is merely reflecting a reversed ruling) is that, if a card in play allows two or more actions, a minion may now perform each of them (provided they untap after the first). Common example is Kaymakli Fragment.

Correct. Also notice, this is not something new. LSJ described NRA vs Kyoko here: [LSJ 20020704] .Yes, because the action (in this case a hunt action) is provided by a card in play.
