This same poor wording once had me going around in circles searching the web for official rulings.
The idea was thus: To force a combat through Follow the Blood that wasn't generated during an action (something that Fast Reaction and Hidden Lurker strictly do not permit, but that FtB seemed to allow), followed by deploying Illusions of the Kindred and transfering all of the Illusion's blood to another one of my vampires via Heidelberg, which could be used in this very particular combat due to its not being "during an action".
Eventually I came to realize that "You Can't Do That"(tm)

			Incidentally, I'd say it's fairly poor wording on Follow the Blood just because you shouldn't be playing Reactions to Actions after they're resolved, that's surely the point, but I'd guess the intent of that is to make it clear the combat is NOT part of the Action, but is entirely seperate.

I think it's easier to consider it this way:
If there's no blocking minion, and action is successful, there is a window ("after resolution") that is still in the action (as much as "before range is set" or "end of the round" windows are part of the round).
The action will end when (and only when) all players have passed using effects in that window.
This window is when Perfectionist (which is a mandatory effect) triggers. This is also when Follow the Blood, Freak Drive, and other stuff happen. Still part of the action, since before the end of the action.
Similrly, can't transfer 1 blood with Heidelberg Castle, and then play Freak Drive.
