Hi,
i have qrules question i amnot sure about. if a Vampire with a raptor blocks an Action and Plays obedience does the opposing Player gets the -1 handsize and has to discard?
Raptor
Retainer] Retainer
[Animalism] Animalism
[2 Blood]
Animal with 1 life.
[ani] The minion with this retainer gets +1 intercept.
[ANI] As above, and when the minion with this retainer is in combat, the opposing minion's controller gets -1 hand size.
Obedience
[Reaction] Reaction
[Dominate] Dominate
Only usable when this reacting vampire is about to enter combat with an acting younger vampire.
[dom] Untap the acting vampire, do not tap this reacting vampire, and end the current action (and combat). The acting vampire cannot attempt the same action this turn.
[DOM] As above, but do not untap the acting vampire.
since obedience says "end the Action (and combat)" i thought there has to be a combat at some point otherwise you couldnt end it. but i am not sure.

Obedience is played before combat happens ("about to enter combat"), and terminates the action and the combat that would be about to start. But the vampires never actually get into combat, so Raptor's text never activates.

No.
Obedience is played before combat happens ("about to enter combat"), and terminates the action and the combat that would be about to start. But the vampires never actually get into combat, so Raptor's text never activates.

Is there a reason why the card mentions to end combat? It seems like it should state that the action ends but combat does not occur.

History of Obedience:
1994 Jyhad printing: Untaps the reacting vampire.
19960708 Doesn't tap the reacting vampire, rather than actively untapping him.
19961001 Sabbat printing: Doesn't cancel combat. Leaves the reacting vampire
tapped if he successfully blocked.
19991206 Cancels combat. Says that the reacting vampire is not tapped.
20001031 SW: Cancels combat. Says that the reacting vampire is not tapped.

So there's no reason to state that combat ends, and the current text on Obedience is just sloppy and confusing? Cool. Here's what I think the card was intended to, and probably should, say: "end the current action (combat does not occur)"
