Probably, but we must find out first why this cardtext was dropped at some point.So there's no reason to state that combat ends, and the current text on Obedience is just sloppy and confusing? Cool. Here's what I think the card was intended to, and probably should, say: "end the current action (combat does not occur)"

Here's my guess:
The change to the current text on Obedience happened in Camarilla edition. Back then, tapping from the result of a block and entering combat was one step, so a blocking minion entered combat and tapped at the same time. Since then, tapping resulting from a block was given it's own discreet step before entering combat. Obedience was never changed to reflect this. Perhaps it was an oversight?
Complete Rules Reference v. 3.1 (1998):
"b. Tap Blocking Minion and either Resolve Combat [6.2.3] or allow
Diablerie [6.5.2], as appropriate."
Detailed Play Summary:
"b. Tap blocking minion.
c. If the acting minion was acting from the ready region, he enters combat with the blocking minion (VI)
d. If the acting minion was acting from torpor and the blocking minion is a vampire, the blocker may diablerize the acting vampire. (VIII) [6.5.2]"
