I'm trying to get my rulings right for the Codex. Ankha question is at the end, with card text.
I'll try to provide rulings links as much as possible. Sorry for asking this very frequent question yet another time. Hopefully this post can be used as reference later.
Change of Target, Red Herring and Obedience at inferior
prevent vampires to take the same action again. By "same action", it means:
Only usable if this minion is blocked, before block resolution.
Unlock this acting minion, and the action ends (unsuccessfully). This minion cannot perform the same action again this turn.
Only usable when this acting vampire is blocked. Unlock the acting vampire, do not lock the blocking minion, and cancel the current action and combat. Take the card played to perform the action (if any) back into your hand. Your vampires cannot attempt the same action again this turn. Discard down to your hand size.
As above, but lock the blocking minion.
Only usable if this vampire is about to enter combat with an acting younger vampire.
Unlock the acting vampire and end the action. (Do not lock this vampire if they are blocking.) The acting vampire cannot take the same action this turn.
As above, but do not unlock the acting vampire.

Change of Target, Red Herring and Obedience at inferior

- Any action cards are individually "the same" by card name: the inferior or other discipline action of a given action card is still the same action (No ruling on this one, [LSJ 20020729] does not mention multi-disciplines, this is only relevant for Red Herring since NRA applies. Does anyone have a ruling link ?)
- Playing equipments, allies and retainers is an action, same card name = "same action".

- Actions provided by different cards in play are different, even if the cards have the same name. [LSJ 20080725]
- Default actions provided by the rulebook where you do not choose a target (hunt, bleed and leaving torpor) are each individually "the same". [RTR 19950509]
- The default (rulebook) hunt and a hunt action provided by a card (eg. Restricted Vitae) are not "the same". [LSJ 20060522]
- The default (rulebook) bleed and a bleed action card are not the same [LSJ 20090617] , but this is only relevant for Red Herring because of NRA.
- A default (rulebook) leaving torpor and an action card that makes you leave torpor are not "the same" [LSJ 20011207] (ruling from old NRA rule time, so a bit confusing, if anyone has something more recent, I'll take it)
- Playing an equipment card from your hand and fetching the same equipment from one of your minion in play are not "the same" action. [LSJ 20060824]
- Getting an equipment from Concealed Weapon of Disguised Weapon is not an action, so it is not "the same" as trying to play it normally. [LSJ 20030424]
- Rescuing a vampire from torpor is not "the same" as rescuing another vampire from torpor. [LSJ 20080710]
- Fetching an equipment from one of your minion (rulebook action) is always "the same" whatever combination of equipments you declare to fetch. [ANK 20190213]
- Is fetching equipment from another of your minion "the same" ? (no reference for this one)
