Actions targeting locked minion.

I have a related followup question:

Is an action that has become illegal (e.g. superior fleetness now targeting an unlocked minion) payed before it fizzles, or is the legality checked immediatly with resolution and it fizzles before paying for the action?

You pay for the action, it is successful. Or as much as you can if the reason the action is fizzling is too little blood.

in other words: action is successful (it is not blocked) so it has to be paid if able.
