Can you play this card with an anarch vampire without any superior discipline at all?

If so, would you be able to make another vampire anarch?

As a general rule, if I can remember correctly, you can't actually attempt something you can't complete. So the "choose a Discipline they have at superior" means that they must have at least one SUP discipline

Correct...you must meet the requirement and/or cost in full to be able to perform the action.

Is It really a requirement?
I was thinking It was an effect, something similar to playing a revelation of ecstasy on a locked vampire.

As I see it, "Unlock this vampire, choose a Discipline they have at superior, and put this card on another ready non-titled vampire you control." is a full instruction. If it was something like
"Unlock this vampire.
Choose a Discipline they have at superior.
Put this card on another ready non-titled vampire you control."
you maybe could ignore part of the sequence, but since it's a whole sentence you have to fulfill all the parts

Does not the comma before 'and' make It different instructions?
