No, the wording of the card follows correct English grammar. The below two examples mean exactly the same with the difference that the first is grammatically correct.

Card text:
Unlock this vampire, choose a Discipline they have at superior, and put this card on another ready non-titled vampire you control. 

Alternative text (removing the commas):
Unlock this vampire, vampire and choose a Discipline they have at superior, superior and put this card on another ready non-titled vampire you control.

Can you play this card with an anarch vampire without any superior discipline at all?

If so, would you be able to make another vampire anarch?

If the card says you have to choose a Discipline at superior (not "up to one"), then you must be able to do so in order to play the card.
