To my understanding the question is about how to “correctly” play superior GtU, whether the targets name is to be announced or not, and not about preventing cheating or validating the legality of its target.


What I do is I place the card (govern etc) on top of the target card in my uncontrolled and announce "Govern superior on this younger vampire" so everyone knwos what the target is (as in what card, with potentially already coutners on them)

Strictly speaking, you have to point to a facedown crypt card in your uncontrolled region and announce it unequivocally as the target.

Just want to know if you're required to declare the uncontrolled vampire that you're placing the counters on.


Since the target needs to be a younger vampire, the answer is yes. You need to point out which uncontrolled vampire is the target.

It would be stupid to be able to perform govern when you have no younger vampires in the crypt (which would be the case if you didn't have to name the target).

One of the basic rules in VTES is that you cannot attempt that which you cannot do. You cannot cycle cards by attempting an action that has no legal targets.

That is not the question. Even if there was no target restriction, you would still have to announce the target when declaring the action.
