Cat's Guidance / Psyche

A blocks B's action, combat ensues and will end, but B plays Psyche!.
Can A play Cat's Guidance before the new combat begins?

For reference, there is this old ruling [LSJ 20040219] , but Psyche! was changed in [RTR 20111202] : RD confirmation for the ruling database would be appreciated.
