There seems to be a fundamental misunderstanding regarding the original ruling here, I just realised.

"Use" in this case is meant as "you can lock the fragments to fetch a card from your preys ash heap at any time you could use an effect"
it has nothing to do with the ability to play the card that is on the fragments.
The timing on when to play the card on the fragment is entirely defined by the card itself.
