Wave of Lethargy updated text?

Hi there,
I have a question re the card Wave of Lethargy . I just read the ruling attached to it in VDB, and the alluded text in the ruling (see post: Card Rulings: Wave of Lethargy doesn't match the text printed on cards distributed by DTC.
So, question is: what is the valid, up to date text of the card? Does the opposing vampire pay for presses and/or maneuvers irrespective of a card being played (e.g. maneuver provided by the Magnum .44)? Or will opposing vampire pay only if playing a card granting a maneuver/press?
Besides, if Wave of Lethargy played at superior and the opposing vampire plays a card providing a maneuver, a press and a strike (e.g. Aid from Bats ), will that vampire pay 1 blood each granted ability (3 in total if using the maneuver, the press and the strike from the card)? Or only 1 blood as a single card provides all the effects?

The text on the card from DTC is the latest and is valid. The text referenced in the ruling is functionally the same and has only been updated to follow the latest templating.

The additional cost is only on playing cards.

You only play the card once, and it is only one card. Its cost is
increased by one blood.
