No, there is no special priority. Sequencing rule applies.

If Cat's Guidance ("after block resolution") is played in the same window as Freak Drive ("after action resolution"), does that mean that:

I moved the "after combat" and "after block resolution" (previously in the "resolution" block) to the "after resolution" block, but it's not always true, I'll have to fix the diagram again.

Basically, if the action is over (not continued), Freak Drive, Cats' Guidance, Hidden Lurker etc. are played in the same window, following sequencing rule, because their timing match.

If the action is continued, then Cat's Guidance and Hidden Lurker can still be played still the condition and timing is met, but not Freak Drive since the action is continuing.

With that in mind:

Yes, but in that order only. For instance, Freak Drive then Momentary Delay, but not the other way round.

Both. You can play Freak Drive, the opponent Cats' Guidance.
Or the opponent plays Cats' Guidance (because you pass the impulse), then you play Freak Drive (since you get the impulse back).

Whether the action continues or not has no impact on "after block resolution" cards: the block took place, one can play the card as soon as they get the impulse.
