In the sort of situation I'm thinking of, I was toying with weenies with Celerity, and avoiding bloodcosts. (Even with the one back from Spoils of War.) Resist Earth's Grasp (1 blood) + Fleetness (1 blood) + Heart of the City (2 blood, once) can add up quite quickly. And with Power of One, which you also use, another blood.

Also, Heart of the City at inferior is relatively poor compared to other options - two blood for only +1 bleed, so you'd probably consider Tasha or JS Simmons ahead of it. Also also, exacerbating the inferior Heart of the City problem is the !Brujah crypt selection for PRE. It's surprisingly hard to get cheaply (unlike the Toreador or Ventrue, say) - no-one below 5, except Jayne Jonestown who isn't helpful here, because of her negative stealth.

So, what I was thinking was more along the lines of Sarah Brando, Victor Tolliver, Dodd, and Rigby (mentioned earlier) - double up on some of them, possibly. Add in some other !Bru Cel chumps like Jacob Bragg, possibly one or two from other clans, like !Tor or !Gan, whatever. If you at least stay Sabbat, you can benefit from Sabbat-only toys like the occasional Hungry Coyote or Pentex Loves You. Bleed maybe with superior Flurry of Action with your CEL guys, to bleed, untap (superior), recruit Tasha, equip a Laptop or something. Your younger, Cel-less guys can use it to cycle cards while bleeding. Resist Earth's Grasp and Fleetness (also an action, so an alternative to Flurry, obviously) can give you stealth - and, as I suggested, maybe a whole single copy of Cat Burglary so that a Methuselah looking at you and thinking "Well, that vamp's got one blood, so it can get 1 stealth from Fleetness OR Resist Earth's Grasp, but not both, so..." can have a pause for thought. If tapping people out would help in your environment, there's even Distraction (which, with relative weenies, is also useful at inferior for cycling). Maybe add a Drum of Xipe Totec (expensive, though).

Flurry of Action + Resist Earth's Grasp + Spoils of War + untap and do something else (Tasha/JS/Laptop/whatever) strikes me as doable, bleeding for hopefully-increasing amounts, while gaining a trickle of pool. If you prefer more weenies than stretching up to CEL, tend more towards Fleetness, perhaps.
