Centralized Background Check prevents people from playing their guns. I want them to spend the pool and to lose the strike. CBC was purposefully excluded.

People tend to pay that extra pool if their deck strategy relies on weapons. The reason is that they believe the extra pool is worth it if they can use the weapon.

Casual guns might be a bit different, though.
