Thanks to everyone for the input.

Taking everyone's suggestions into account, I've thrown together a rough idea for a modified library based on a crypt similar to that suggested by Kiddo. Any improvement?

Library [90 cards]

Action [12]
3x Bum's Rush
4x Govern the Unaligned
3x Harass
2x Rutor's Hand

Action Modifier [23]
3x Bonding
5x Dawn Operation
3x Conditioning
9x Freak Drive
3x Threats

Combat [31]
6x Apportation
6x Burst of Sunlight
5x Weather Control
8x Skin of Night
2x Skin of Rock
4x Theft of Vitae

Master [10]
1x Archon Investigation
1x Blood Doll
1x Giant's Blood
1x Sudden Reversal
2x Vessel
4x Villein

Reaction [14]
5x Deflection
2x On the Qui Vive
4x Precognition
3x Wake with Evening's Freshness

I'm still not sure about the various card ratios. Also not sure if the is much need for Apportation or Theft of Vitae in this kind of strategy.

I don't think you need 9 Freak Drive. You don't have enough different actions to use them.

A few thoughts in no particular order:

Delaying Tactics, Eyes of Argus, Enhanced Senses, Second Tradition, Telepathic Misdirection are all better choices than Precognition since you are preventing damage with fortitude.

Arcane Library and Ponticulus.

Skin of Rock and maybe an Apportation are better off as Hidden Strength.

Like Boris implies, you need strong actions to take after untapping. For example, you definitely want a Graverobbing. Try Magic of the Smith, Heart of Nizchetus, and Ankara Citadel, Turkey. The heart cycles to your card combos, and Ankara makes Freak Drive free. You can also take advantage of multiacting by mixing in Scouting Mission and Fourth Tradition and generate a lot of pool in one turn.

Consider Tension in the Ranks, and a Sudden Reversal or two.

Keep some Theft of Vitae. You're spending a lot of blood in this deck and sometimes you block someone with a pile of damage prevention.

If you're going for Magic+Ankara (which is very nice, btw), you should consider Armor of Vitality as your main prevention card or at least one of. Sure, Gerald will play it for free, but even with a cost it still prevents 3 damage, no matter what type or source it is on inferior FOR, and that can save your other guys' lives when it matters...
