In proposed cards there is a lot of vampires that are ashirra from the beggining, so you don't need any additional setup to became one.You can only become Ashirra via Qur'an. It doesn't have an inherrant or other multiple ways of becoming Ashirra.
I don't know what you had in mindMummification Ritual - Tapping, burning, or sending a vampire to torpor can get you a VP.
Don't forget Ian ForestallDemonic Intentions only has 2 vampires OOB than can play it at inferior and only 1 of those can play it at superior
It could help. Still it's another powerfull master card. Such cards kill interactions between players and greatly improve already powerfull master decks.The removal of a minion via Methathiax's Pact could have a restriction by capacity or cost. The cost of card is similiar to Last Stand where ousting gets you a net gain of 0 pool. And remember, if you fail in this "last ditch" effort to oust your prey, unless someone else just happens to oust someone before your next untap phase, you are out.
and a lot of wraiths costing f.e. 3 pool which will become one pool cost with this card.Covenant of the Millions - there are only 4 wraiths that cost 1 (1 for pool and 3 that cost 1 blood).
Abominations are vampires as well. F.e. Ossian is not and he should not have possibility to gain votes.The concern about Philodox is understandable but then again we have 4 werewolves that could gain any title in the game, the Abominations.
It won't be enough. Apart from powerfull effect, the card is just bad designed. The effect is to complicated, there is to much card text.Special Delivery Truck - Yeah, I didn't make this one, the risk of the coin toss isn't justifiable enough to be able to burn most permanent cards at stealth. 0 or -1 stealth or a restriction to cost of minion might be appropriate.

The Ashirra is an old Sect, predating the Camarilla, Anarch and Sabbat. The Kindred that make up the members of the sect are very old and with that in mind should be somewhat powerful to boot. Hence the overwhelming power of the 3way cards, which are misprinted they should require Superior disciplines as opposed to just inferior like the Anarch variety. And there aren't that many starting Ashirra. Few disciplines in common among them as well. Not that there aren't any.
Also there is a misprint on one of them. Salah ad-Din should be Salah al-Din.
