2) That's also why the superior effect basically pays for itself (1+X) where X is the amount the opposing minion loses.
The biggest change I wanted to make to it was to make it work on Allies. Most Ally actions are undirected, except the few notable allies such as Ossian, Nephandus, War Ghoul, Shamblers. Against these, this card spells their slow demise unless they take the time to do something about it. Against your prey, it will consume 1 undirected action which depending on their deck format may work to their advantage (e.g. if they want to cycle stealth). Maybe the only other change is to put "A minion may only have 1 Gushing Wound" clause on the end... but honestly I like the thematic idea of wounds not healing properly and enough of them would cause Bad Things(tm).

[POT] Strike: strength damage. This vampire gains X blood, where X is the amount of blood or life lost from the opposing minion from damage this strike.
* but i'm thinking if not {d} actions, but only bleed ones, smth like: "Bleed and political actions costs this minion additional blood or life. A minion can have only one Gushing Wound."

Using the suggestion from Juggernaut1981 as a base, I'd probably go for something like:
I'm not altogether wild about the inferior version being strength, as in direwolf's version. I'd rather it was more of a choice.
Taking a somewhat different tack, I could also see a card like this going for Protean.
Why Protean? Normal damage can, at least, screw up a vampire without necessarily torporising the vampire. A vampire on low blood cannot necesasrily play the onslaught of action modifiers you fear, or be Villeined, or what have you. Aggro-poke lacks that subtlety.

Honestly, I really dislike this card as a "strike". As it is with most combat cards you usually want between 6 and 10 in a deck to ensure you get them at the right time. So either it needs to be a strike that is worthy of playing against everything, all the time, at inferior. Allowing it to replace a Taste of Vitae for
allows you to 'mix and match' in the cardslot for Taste (with a beneficial kicker if you use it judiciously).
As far as making it a strength strike: You are using Potence to create a giant wound that is not easily healing... sounds like it should involve smashing the CRAP out of people, preferably with a big sword.
