Maybe something like "no more than one/two card per turn can be returned from the ash heap to a deck, hand, or in play" ?

Ashur is hit very significantly, other thing a lot less.

How far off are you from just writing "While this card is in play, copies of Ashur's Tablets cannot be removed from the game by their own card text."? Probably simpler...

No, it wouldn't be fair to prevent anyone to gain 3 pool with the Tablets.
