Yes. The precedent of a reaction that is used when there is no action exists. The effect just isn't worth an action, is it?


The easiest option there is to untap the acting vampire. e.g. Go Anarch.

This does require the action to succeed (typically, at least), and so is somewhat less powerful, but is a little less mind-bending.

No Bid Contracting sparked an idea somewhere. Something like:
Back Door Access
Action, Requires Nosferatu Antitribu
Put this card on the acting Nosferatu Antitribu !nosf! ; if he is 7 (6? 8?) capacity or above, untap him at the end of this turn. When this Nosferatu Antitribu successfully bleeds (for at least one pool) or a referendum he calls passes, tap this card to move a blood counter from an Investment you control to your pool. A minion may have only one Back Door Access.

The intention would be for it to be a reasonably consistent pool flow to one of the less uber clans.
