well, yes i do believe it is grossly imbalanced. It is only my opinion though, so it counts really for nothing.
However:
Whenever someone designs a card concept in this forum, and someone points out that perhaps it is too strong, i often hear "well, parity shift takes 5 pool ad gives you 5 pool!!!! "
Stop. Just stop with that.
To have parity shift give you 5 pool, several things need to happen.
1. You have to have LESS pool than your intended target (usually your predator or prey)
2. You have to make it to the referendum
3. You have to make the vote pass (ie, have votelock or negotiate, but if you are to negotiate, and you are keeping all 5 pool for yourself, you know..)
4. Parity shifts efectivity falls during the game. Less people = less gain.
5. And after all that, several commonly used cards ( Delaying Tactics, Confusion of the eye), kill your referendum dead, and leave you with SMALL amount of pool
Is parity shift powerful? Sure it is. It is perhaps strongest political card. But please stop comparing designs of your homebrews with parity shift.

To bleed for 6 and gain 3 pool with my card idea, several things have to happen.
1. You have to have a vampire with
, of which there are three in the game without playing a skill card. Their capacities are 9, 10, and 11. You can have only two of the three in your crypt at the same time.
2. You have to have both Eyes in the Dark and Conditioning in your hand at the same time or draw into Conditioning at some point in the action.
3. You must not be blocked.
4. Your bleed must not be reduced.
5. The Methuselah you are bleeding must not play Archon Investigation.
6. You must ignore my previous thread where I discuss your legitimate concerns at the same time that I call attention to your sarcastic delivery.

who can become an anarch and then play Monkey Wrench with this card. About half of these are untitled so becoming an anarch is easy. The smallest one is a 5 cap.
Regardless of card balance, I don't think it's a good idea to give disciplines that are traditionally not great at bleeding a card that's basically similar to but better than Legal Manipulations or Kindred Spirits.

Regardless of card balance, I don't think it's a good idea to give disciplines that are traditionally not great at bleeding a card that's basically similar to but better than Legal Manipulations or Kindred Spirits.

Technically wrong, only Julio can bleed for 6 from those. Alonso bleed for 7 and Lucian for 9.

Sabbat.Black Hand Shakar: Lech loathe ranged weapons. Once each action, he may burn 1 blood to become Camarilla Prince of Krakow until the end of the action.

Technically wrong, only Julio can bleed for 6 from those. Alonso bleed for 7 and Lucian for 9.

Replace scouting mission with spying mission, brainfart.
Now, what I say is that for now, the niosferatu bleed flavor tend to be either Deep song (which is unbeatable in pure power level), or making a lot of smallish bleed at insane stealth to setup a very big bleed. I would have prefered a design who keep that than a legal manipulation.
