Ugh...
As written, this stacks and is harder to remove than AoR. Need to add a methuselah may only have one Outbreak or something similar. What is function of "you still control this card", if removing the counters is undirected action?

The Methuselah with this card burns 1 pool in their discard phase and vampires they control gain 1 less blood from hunt actions. Non-mortal minions may burn 1 counter from this card as an undirected action.
Alternatively, you may use this card to put 2 counters on any Outbreak! in play.

It's potentially important to know who controls the card, for situations such as being ousted - does that nasty card stay in play or not?
However, the "you still control this card" phrasing is normally only found on cards that are put in play on something another player controls, such as putting a minion card on a minion they control or on a location. By default, minion cards are controlled by the controller of the thing they're on (if they're on something). So it doesn't seem to be adding anything here - why put the card in their ready region at all?

Reduce confusion if you want to target two or three players, the person experiencing the Outbreak! is the one with the card.
