[inf] Put a desease counter on a Minion, that minion takes one damage during it's controller's untap phase. Burn all disease counters if this minion goes to torpor or is incapacitated.
Unique. Put this card in play. The controller of a minion with desease counters burn 1 pool for each minion with a desease counter during their discard phase. This card can be burnt as a
action.
The burning of pool in the discard phase adds a window to burn the card for the prey and a last chance dynamic — and the Harbingers have good odds in terms of blocking at least their prey.

I like your interpretation of the power. I just think that directly ousting people is where the Harbingers are hurting the most, and that's what they should get.

Yes, that would work. At inferior, you don't need to use counters if the disease is not contagious: just put the card directly on the vampire.
At superior, since there is only one copy of the card in play and the owner keeps it, I would follow the Army of Rats timing: the damage happens in your untap phase.
P.S.: inf/sup clan? Really?

Add Mercy for Seth in combat, Smiling Jack/Dragonbound to complete the kill and it is starting to look like a viable plan. I made the inferior
so it is not too easy to play for the Giovanni.

Stupid question : how do you block your prey without taking too much damage and without putting his vampire in torpor ? I would let the card on torpored vampires, if only to make the whole plan not too complicated. HoS don't have easy access to combat end after all.
The original version with "hunt for -1" was particulary dirty, because with blood denial it was definitive.

Not sure if that's sarcasm, but in case it isn't; Spiritual Intervention is Strike: combat ends at [NEC], most HoS have [NEC].Stupid question : how do you block your prey without taking too much damage and without putting his vampire in torpor ? And it's pretty hard to get (since the card itself is pretty scarce - well, that was even why I didn't know about it) and not a particulary strong one.
In particular, while I see why people would play some majesty or Earth meld in a combat or wallish deck, I don't see too much good coming from this card on a kind of wallish deck, it lack versatility, since it don't work well with non-combat end card and neither help you after use nor hinder your opponent.
It is certainly possible, but it seem either a weak plan (to alway S:CE after block) or a complicated proportion (since you may need the usual fortitude combat package along with some S:CE when you need the minions to not die).
