just haven't got my ideas down for those yet.
I'd like the to have a sabbat deck as well, with different implications for the special locations if held by the non-ruling sect. Would like to hear your suggestions if you're willing to combine them here.

How about this as version 1.1 with reduced things to remember and simpler card text.
Rules:
• Tradition cards may not be played by non <City> prince or primogen (Will of the council allows primogen to play tradition cards). Justicars must burn an additional blood to play tradition cards.
Some cards in the Camarilla deck will be tradition cards edited to say, 'requires a <City> title' rather than 'requires a prince or justicar'.
• <City> locations may be tapped to gain one additional vote
• Non <City> locations which grant votes, grant one fewer vote
• Non <City> titles are worth one less vote
• Vampires with non <City> titles must burn a blood to cast votes in a referendum
• When a vampire becomes a prince or primogen of <City> they gain a concealed agenda card. That card is burned if the vampire does not hold a <City> title, it is considered out of play if the vampire’s only <City> title is currently being contested.
The game also uses a Camarilla deck which carries the same rules as the imperator deck in the 2009 ‘Rise of the Imperator’ storyline event: www.vekn.net/index.php/storyline-events/...ial-storyline-events
...which will be required to include a number of the following cards as well as multiple ‘Praxis Seizure:City’ , traditions and vote cards, also quite a few ‘Will of the Council’.
<City> Primogen
Type: Action

+1 stealth action
Only one vampire per clan may hold this title. If two vampires attempt to hold this title for the same clan, it is contested (as per the usual contest rules). The vampire with this card is a Primogen. Untap the minion at the end of the action if they already hold a primogen title.
Concealed Agenda
Type: Master, Trifle
Requires: Camarilla Vampire with a <City> title
Cost: free
Place this card on the vampire. Place a vote counter on this card after a referendum if there are less than two vote counters on this card and this vampire did not attempt to cast votes. This vampire may burn X vote counters from this card during a referendum to gain X votes. A vampire may have only one concealed agenda.
Once this is finished, I'd love to see a specific <City> Camarilla deck released as POD

I'd honestly prefer to have one central deck with a mix of cards for all players. I have a modified version of the central deck I'm toying with.
Central Deck
Central Deck
- The Central Deck will have X cards which are listed (somewhere else)
- The Central Deck will have 5 cards face up on the table (Central Hand) and are dealt out before the first turn begins. All of the Central Hand cards can be played as if they were in all Methuselah's hands. The Central Deck always has a fixed handsize of 5; it cannot be reduced or increased. Cards played from the Central Hand are not drawn or replaced during a turn other than at the beginning of the turn. At the beginning of a player's turn, before they untap their cards, all cards in the Central Hand are discarded to the Central Ash Heap and 5 new cards are drawn.
- When the Central Deck Library runs out of cards, the Central Ash Heap is shuffled and replaced as the Central Deck Library.
- The Central Deck Library cannot be searched for cards.
- The Central Deck Library and Ash heap cannot be the target of an action, referendum or effect (e.gs. You cannot burn cards from the Central Deck Library with Slaughterhouse. You cannot remove an ally from the Central Deck Ash Heap to create a Shambling Horde.).
- Cards from the Central Deck which would be removed from the game are instead placed in the Central Deck Ash Heap.

I like this. The idea of having a "war" over a particular city breathes (un)life into otherwise regular game. Spices things up.
I would support Jugg's idea of a central deck. The original concept of the hidden agenda is nice, but I'm a bit confused by how it works. I'm a little slow that way. Maybe if you could detail roughly the mechanics?

I really don't quite understand this card. It would make plenty of sense if it provided an alternative win condition (e.g. gain 1 pool each time you move another Meth's minion out of the ready region, gain 1 pool by removing X copies of a card from your prey/pred's ashheap, etc)Concealed Agenda

I think I might not have been clear enough. These cards would be in the one central deck. That's the plan!
If a player with a primogen and concealed agenda (no counters) doesn't have enough votes to pass or deny a vote they can abstain in some referendums. By doing so they'd slowly accumulate votes via the concealed agenda card, to a max of three (primogen title plus two concealed agenda vote counters).
This way players without vote lock can gain some votes and affect referendums, but not all because the vote counters burn when used.
If a player with a primogen and concealed agenda (no counters) doesn't have enough votes to pass or deny a vote they can abstain in some referendums. By doing so they'd slowly accumulate votes via the concealed agenda card, to a max of three (primogen title plus two concealed agenda vote counters).

Yeah, they don't seem worth the card-play.
I can see something closer to the "Primogen arc up and shut stuff down" as a reaction, but I can't really see this one being effective. To get three votes, you need to let 3 political actions go past without casting a vote. High price for little effect.
