The problem isn't recursion, the problem are Ashurs or any other non-NEC based recursion, available to everyone.

You really don't like Necromancy as a discipline?Remove all cards from all ash heaps. Played cards are from now on removed from the game as they are played. Each Methuselah gains 1 pool for each unique minion in his ash heap when this card is played.

Which makes it even more baffling why you'd think a card like the one you proposed would be a good idea.Actually I use Sudario Refraction in one of my core decks...

issues associated to the card idea:
When Necromancy was introduced to the game, its core characteristic was to turn the ash heap into a resource. That wasn't accomplished very well, and people rarely use Necromancy for that. Cards that do make effective use of the ash heap have been introduced -- Sudario, Anthelios, Ashur -- and none of them are Necromancy cards.
Ashur Tablets by design is a race to three copies. I think Necromancy should give one an advantage in that race.
A card that only targets a single other card has too high an opportunity cost to be deck-worthy, but a card whose inferior is widely useful while its superior requires a specific opportunity (or vice versa) doesn't suffer that problem.
I agree the inferior as suggested is too strong -- possibly broken. It should be "two minion cards", not "three cards", and the played Grave Sight should be removed from the game.

It might help if you talk about what you are trying to accomplish with this card idea.
Specifically targeting a single card at the superior level? Bad. Any card that requires someone else to play a specific card or clan is just a wasted slot. The basic level is just way too powerful.

Sorry... Molloy is right... Sudario is not a Nec card...
The underlying idea of the event is something that affects the whole world... Its not only Sudatio/Ashurs that are affected with the proposed event... Imbued will loose the ability to recycle convictions and cards like waste management or mbaara will be useless...
However you are right... all cards should have a risk associated. So this event also should bring something bad for the "user".

Gehenna
Require at least one Gehenna card in play.

It's not the "no drawback" part the problem.
It's that it shut recursion way too hard. Entires decks are powerless once this have hit the table ; it's way too hardcore.
Like I said, if you need a card that make Ashur useless, maybe the good move is banning Ashur tablet.
