His special is not very useful. It protects him from Anathema, Peace of Khetamon, Persona Non Grata and Trumped-Up Charges.
Otherwise, his capacity, clan or non-titled aspect makes him ineligible for votes (Banishment, Sacrifice, Patsy...)

One day we'll see group 8 HoS (not anytime soon, but one day) So I figured listing him as 7, he could be placed in 6/7 Hos or 7/8 Hos decks.
As to caitiff, shrug. Ideally I would like see The Capuchin as "ANY" group a rare vamp who doesn't follow the rules due to his following his own unique agenda in the Vtes world. But I know that won't happen. As to be being caitiff, I don't see any clan he really would identify any with, or even could with the destruction of the Cappadocians. Granted, he is most likely the same lineage as the HoS, but I don't see him going Sabbat or seeing any sect has having a reason for him to join.
And I agree is non-vote target isn't strong. But The Capuchin/Lazarus has spent the past 2,000 not really doing very much, spending a good potion of it in torpor. A) I don't believe he has any political influence. B) He has stayed so off the radar of political savvy vampires, that any machinations they may have against him would fail or not even reach fruition.
Keep in mind this is all my personal interpretation of his identity, nothing has been confirmed 100% by any canon source.
Considering making his second special be Necromancy and Serpentis cost him 1 less blood.

There's nothing stopping you making him Cappadocian. We have Abominations, who are basically out on a similar, weird limb too.
That's possibly more interesting than the others. 2 blood for Necromancy is really only getting full bang for buck with Shambling Hordes, and if you're playing a Shambler-heavy deck, you usually use smaller vampires. There are some decent cards at 1 blood, and Shamblers is good at 3. At 2 blood, Masquer is pretty poor, Scarlet Lore is poor at nec (it's a fallback Mytherceria card), Possession usually needs some sort of trick deck (turbo-Baron), and Daemonic Possession is tough to use. Even at one blood: Spectral Divination possibly isn't interesting to a vampire with Obf and Aus; Cold Aura is possibly not that interesting to a vampire who isn't a combat monster (yes, you could use Thaumaturgy, but the sort of Harbingers he might be hanging out with typically lack synergy here).
Overall, it feels a lot like the Final Nights 11 caps. Large bunch of disciplines, +1 bleed, 11 cap, special that isn't very special, and were typically not well-regarded, even in comparison to the weaker Inner Circle at the time - 4 votes and +2 bleed is solid. (Except for occasional freaky Ezmerelda tricks, which weren't that fun.)
Going up to 11 cap without something pretty awesome as a base is hard. Most Inner Circle get 4 votes and 2 bleed, and even then without a solid special, several are shunned (e.g. Gwendolyn has historically been shunned a bit, Harrod sometimes makes a brief appearance in Nosferatu Royalty). Saulot gets three Bloodlines disciplines, +bleed, +strength and a Govern special. Lucian gets an enormous +3 bleed.
Not being the target of political actions is fairly weak, for the reasons Ankha explains. Red Listing is a pretty rare mechanic, so most games it's not that important. Necromancy and Serpentis have little good crypt synergy, being in the wrong clans, so it's harder to make a deck that exploits both really well. +1 bleed and no votes is much weaker than most good 11 caps.
