I wouldn't use "consistent" as the card I suggested is once per game. It would be merely one more tool for a deck that might use Brinksmanship.
Independent Futurist. Contrarian (titled, X votes where X is the number of votes as the acting minion.) Target Vitals is always the better combat card.

Aside from the pool burn effect, this could enable consistent brinkmanship decks.
