Well, yes, perhaps running only Deflection is a bad idea. But there are some cards that are supposed to be used in really quite large quantities or else the deck doesn't really work, and not all of those decks are top tier decks that warrant a good hard poke. For example, I don't think anyone is overly concerned about Choir decks running rampant, and I don't think Choir decks really need a pool penalty (as well as losing a master phase action) - which might be their only option, given Daughters aren't the stealthiest of clans. And while it might reasonably piss off a deck using a clutch of Villeins, it also stands to piss off the deck that's trying to build up a pile of Orun. The basic problem is that if you have something this flexible, it can hit weaker strategies just as hard (or harder) than top tier strategies.
It also does nasty, and potentially unwarrantedly nasty, things to the Imbued. They recycle Convictions from their ash heap back into play during the untap phase, so they haven't had chance to use a master phase action!. The ones in the untap phase from your hand or ash heap are played (see the Imbued appendix), rather than moved etc., so costs would affect them.

This plays like a Pentex: some wall decks might be able to defend it, but most decks would play it on their turn to screw up their prey's defense before they get a chance to burn it.
In general, I believe we should refrain from adding more master cards that trump minion cards. I would either make it an action, or split it into multiple cards that target different card types, e.g. an action that makes a reaction card unplayable, a reaction that makes a combat card unplayable,...

An action with an untap may be OK; although not much good against a wall.
Yes, you're right — a similar concept could work quite well as an action modifier / reaction, maybe toned down to a 1 pool swing:
Name: Hypertension
Cardtype: Action Modifier / Reaction
Cost: 1 pool
Unique. Put this card in play and name a card. That card costs 1 pool. Burn this card at the end of the current minion phase.
