Art: an elder vampire leads a younger one into a boardroom where the rest of the council is already seated.

WoD reference: Packing an assembly with favorable voters is politics 101, both in corporate and government settings, so it is only fitting that the Ventrue would employ the tactics.

Compelling game need: Weirich is going to feel very lonely in the current state of the game: a untitled 8-cap and a +1 stealth primogen are no match for 2 princes. This card has the potential to enable a new swarm deck archetype. The Ventrue have access to +1 stealth, +1 vote and +1 strength cards for those primogens, but no +1 bleed.

Game mechanic-wise, I like it. Lore-wise it doesn't make sense. The Primogen is supposed to be the eldest or the leader of a Clan in a Domain. Having 1-cap Primogen is... kinda silly.

How about:

Put this card in play; it becomes a non-unique Ventrue with 1 capacity. This vampire must hunt this turn. The acting vampire gains the title Primogen and loses this title if this vampire is burned.

I'm not sure I like either of them, but I would add the word "Camarilla" to the requirements, to avoid weirdness with Anarchs, or other sect-related weirdness.

The idea isn't going to work thematically as a bug.

How about:

+1 stealth action. Choose a younger Camarilla Vampire with capacity greater than 3. Unlock this acting vampire and place this card on the chosen vampire. The vampire with this card is a Primigen. Burn this card if they change sects

So, even an anarch can leverage a position, it's a ventrue thing. No capacity required to play, since you have to be 5 or more if the younger vamp is 4+.
And you can turn your vanilla 3 inferior discipline 4 caps in to an army of Primigen with no votes. And not wasting an action.
