I thought Biter was too strong - I know Beast (Leatherface) is strong, I mixed him with Toy.

The issue with biter is that he messes up your board when there is nobody else to mess up, and his rush and abilities are not that much more out of the ordinary to make it worth the risk.

We already have tupdogs , who are 1-caps that can rush for one turn with aggro hands and bring a new tupdog to crypt after they burn at the end of the turn. I consider them to be oppressive, and better than biter.

Would Thelma's special be OK if it were printed as a political action card? Gnat is suppose to be a very fragile but annoying vampire (named after the insect: a person or thing seen as tiny or insignificant, especially in comparison with something larger or more important.)

Quite possibly yes. The issue is that 3 pool damage to everyone at the table is too strong as an inherent ability (Its practically damage). Its not about getting new vampires.
