First of all, I'm not sure if this is "aus OR dem" or "aus AND dem". If "aus AND dem" then this is clear Tremere/!Tremere boost, but still is heavy strong (since a lot of mid caps have aus and dem combo), and they already have Telepathic tracking.

Of course the introduction of new cards should boosts some decks, but I'm not sure if it should improve already a good working decks.

What if:

Born to Rule

: Manuever.
: This card costs 1 additional blood. This round of combat minions cannot Strike: Combat Ends.

It's still usable by small/mid caps, but advanced version is for "elders".
But I still think this card is not needed.
