Although I agree Oblivion needs manuevers, I don't think they need yet another stealth modifier (they have 5). Lasombra combat should be scary, but it also needs to fit the Hecata.

Exactly, Lasombra should be scary. Without combat you have no chance to fight against guns or banu haqim as they will always outmaneuver you. So either maneuvers or any other form of "disable" other than grapple to enemy even for range.
This card Shadow Maneuver - Its just sad .. its only one per turn. Would be more cooler if it would allow you to "waste" them for optinal maneuvers.. thats why I said 1 strenght and 1 maneuver.. (without this lock on how many you may play - you may even use them multiple times to draw aditional cards).

I was counting Pass Through Shadow, which you can burn later for +1 stealth. 4/5 stealth cards isn't terrible for a disciple that's been around for a couple months. Obfuscate's had 30 years.
I don't have a problem with a reverse Swallowed by the Night, but I don't think new Lasombra decks are having trouble getting actions through. In my opinion, they are low on defense & combat. I do like the idea of a "grapple" that works at range, not unlike Thoughts Betrayed or even Hunter's Mark, but they don't need more strength.
