So I don't think we should encourage anyone to create a virtual expansion or version of VTES without first seeking at least some kind of approval from either CCP (for the 'content' IP) or Hasbro (for the 'mechanic' IP) UNLESS some people want to turn around and rewrite the core rules to remove the IP needed from Hasbro.

I'd suggest instead to start by talking to people involved in the Star Trek CCG "continuing committee" (whose activities relate to WotC's ccg patent, Decipher's game IP, and whoever owns all the Star Trek setting IP) to hear their suggestions and learn from their experience. And to talk to the maker of the Netrunner expansion.

EDIT : another group to talk to would be the Star Wars ccg folks, starwarsccg.org/ - they've published virtual expansions as well, and it's helped keep their game alive.

Talking to WW/CCP could prove fruitful but only if you go to them with a short list of possible proposals. Talking to WotC will get you either silence or a "NO", neither of which tell you anything about what they would really do.

Decipher "allowed" printing of their mechanics IP because they were a burnt out shell of what they used to be, and had little to no legal muscle. Paramount stopped trying to pursue "Fan" produced creative projects based on their Trek-verse a loooong time ago I think - Kirk/Spock porn etc etc.

Maybe we can appeal to the Icelandic tendency towards liberty?
