Fun discussion on the V:TES forum on boardgamegeek.com, listing vampires in V:TES who have a non-fiction/historical reference:
boardgamegeek.com/thread/1203897/vtes-vampires-based-non-fictionalhistorical-person
Mentioned so far:
Aleister Crowley
Bela (Lugosi)
Camille Devereux
Francois Villon
Horatio Ballard
Ingram Frizer
Joaquin Murrieta
John Dee
Nefertiti
Ur Shulgi
Mata Hari
Count Germaine
Themistocles
Helena (Helen of Troy)
Enkidu, The Noah
Esau
Erich Weiss (Harry Houdini)
Ulugh Beg, The Watcher
From Danse Macabre, there's Gerald FitzGerald. De Sade might be the historical Marquis de Sade, but the V:tM source is unclear.

Eliemelech, book of Ruth I think.
Also, Bela is an impersonator, according to art direction.
And Petaniqua is Olympia, mother of Alexander the great, embraced the day he came to power.
Harrod, the sun pharoah, Jibal was Rasputin, and Im sure I should remember more......
