VTES world ranking - a new proposal

First, I want to say that I like the rating system of the tournament, but I don't like how points are calculated in the world ranking list.
The current rule for the world rating is: 8 best tournaments in the last 18 months.
The system is not fair for everyone because some play 5 tournaments in 18 months, some play 20 tournaments in 18 months.
The rating list should show skill and not greater activity.
I will compare the player Ruben Feldman (I believe that many people know him, if they don't know it, they can look up its result on a vekn site) and me.
In July 2024, Ruben had only 1 tournament and a rating of 114 points, and I have 8 tournaments and a rating of 168, so according to the current rules, I am on the list ahead of Ruben.
While Ruben was an active player, he had one of the highest ratings in the history of the world list. Ruben played actively until the end of 2014. Did he lose his skill by not playing?
If we look at his results after 2014, he played 3 tournaments (1 online), and every time he entered the finals (of those 3 tournaments, he won 2). I would like to add that he also played in the final of the online world championship in vtes.
So the skill is not lost, but due to less activity, he has an almost beginner rating.
I would like to propose a system that will be equal for everyone.
instead of this system, I propose a system of the best 8 tournaments in the last 12 (or 14 or 16, it is important that they are all in the same situation) tournaments of each player individually.
with this rule, the rating would determine the player's skill (which should be the goal of the rating) and not greater activity.
players who do not play even 1 tournament in 365 days are temporarily removed from the list and their rating is "frozen" until they are activated again.
I know that for many players rating is just fun, but for players who like statistics, I believe that real rating is something else.
Do I think that because of this proposal of mine, the rule for the world list will change? of course not.
then why did I suggest this?
I think that maybe my proposal will be considered sometime in the future, because I believe that many people do not like the current system.
one of the players has already published a topic on vekn.forum and asked for a change in the rules on the world ranking list ( www.vekn.net/forum/generic-v-tes-discussion/79117-reforming-the-vekn-rating-system?start=0 ). ELO rating was even mentioned, but nothing has changed, and it seems that ELO is not a good system for vtes.
For the statistics, I like to see how "strong" the finals of some tournaments are, but the rating numbers are unrealistic.
Also, when I organize an online tournament, I see that some new player has registered, who has never played online tournaments, the rating number means nothing (many times because the player is less active in the last 18 months).

The current system with currently active players works fine as it is.
