Yup. First one on my Magic of the Smith list most of the time, unless the Bowl or a Sniper rifle are a matter of life or death.There's this trick a nice lady from Atlanta told me once.
First you get Heart of Cheating and then you never get those ugly surprises.

As we are off-topic anyway: How can a Heart of Nizchetus prevent from the desaster of drawing the Ankara Citadel after I played and announced Summon History? The only way to (nearly) exclude that problem is to play two copies of the Citadel, isn't it?

Scrounging is not a reasonable option to drawing up the desired card during a Magic of the Smith or Summon History action.
Instead consider: The Barrens , Fragment of the Book of Nod
i.e. effects that allow you to discard during the action are appropriate and reasonable.
Maris Streck is also a good preventive measure.

Barrens and the Fragment allow you to put cards in your ash heap, which isn't really what you want when you play Magic of the Smith, is it? It works for Summon History, though.
To use Scrounging, Marrakech, Hourglass of the Mond or Maris Streck, you need to make sure that you won't be playing tons of action modifiers during the action. If that would be the case, then, yes, Barrens is more useful if thea ction is Summon History. If the action is Magic of the Smith, I'm afraid your own option is Barrens + Waste Management Operation...
